Britain and France Will Dispatch Troops to the Country if a Ceasefire Accord is Finalized

Placeholder Diplomatic Meeting

The British and French governments have inked a declaration of intent concerning the stationing of troops in the nation in the event a peace deal be struck with Russia, the UK Prime Minister, Sir Keir Starmer, has announced.

After discussions with Ukraine's allies in the French capital, he indicated that the allies would "set up defense centers throughout Ukraine and build fortified facilities for military hardware and equipment" to discourage any subsequent incursion.

The partner countries also suggested that the America would play the primary role in verifying a truce.

The Kremlin has consistently cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet commented on this new announcement.

Context and Continuing War

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Russia presently holds approximately 20% of the country's land.

"This is a vital part of our pledge to stand with Ukraine for the duration," commented the British leader.

National leaders and high-ranking officials from the "Allied Coalition" participated in the Paris negotiations.

He stated at a combined announcement, Starmer noted: "It paves the way for the legal framework under which British, French, and partner forces could work on the ground in Ukraine, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

The British leader also stated that Britain would participate in any American-headed monitoring of a potential cessation of hostilities.

Security Guarantees and Diplomatic Positions

Top Washington representative Steve Witkoff stated that "lasting safety pledges and robust reconstruction vows are vital to a enduring ceasefire" in Ukraine – alluding to a major requirement made by Ukraine.

The negotiator indicated the allies had "largely finished" their work on finalizing such guarantees "in order that the people of Ukraine know that when this hostilities ends, it ends permanently."

The former US envoy, US President Donald Trump's special envoy, also was involved in the discussions.

At the same time, France's leader Emmanuel Macron stated that Ukraine's allies had made "significant headway" at the talks.

He noted that "comprehensive" safety pledges for Ukraine had been reached in the case of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "huge development" had been made in the negotiations, but cautioned that he would only consider efforts to be "sufficient" if they culminated in the end of the conflict.

Earlier, the Ukrainian leader suggested a peace agreement was "90% ready". Finalizing the last 10% would "decide the outcome of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the forefront of ongoing disputes for diplomats.
  • The Russian President has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any compromise over how to end the war.
  • The Ukrainian President has so far ruled out giving up any territory, but has proposed that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia follows suit.

Moscow presently holds about 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The pair of oblasts form the heartland of the Donbas.

The earlier US-led multi-point peace plan that was widely leaked to the media last year was seen by Ukraine and its European allies as being heavily skewed in Russia's favor.

This led to weeks of intensive diplomacy – with the involved parties trying to revise the draft.

Last month, Kyiv sent the US an revised 20-point plan – as well as distinct documents outlining potential security guarantees and arrangements for Ukraine's rebuilding, he said.
